मोदी के बहाने और भागवत कथा के मायने

एक तरफ जहां देश का गोदी मीडिया खासकर टेलीविजन ऑपरेशन सिंदूर के बाद सेना की बजाय प्रधानमंत्री नरेन्द्र मोदी की तारीफों के पुल बांधने में लगा है, वहीं दूसरी तरफ भाजपा के भीतर बैठे कई नेता संघ प्रमुख मोहन भागवत की ओर टकटकी लगाये बैठे हैं, कि वे कब बोलेंगे। वे कम बोलते हैं। पर उनके बोलने से भाजपा हिल जाती है। और जब नहीं बोलते तो उनकी खामोशी बोलती है। हाल ही में संघ प्रमुख ने पहलगाम आतंकी हमले के बाद हुए 'ऑपरेशन सिंदूर' के संदर्भ में जो प्रतिक्रिया दी है, उससे मोदी खेमा निराश है। नागपुर में कार्यकर्ता विकास वर्ग द्वितीय के समापन समारोह को संबोधित करते हुए आरएसएस प्रमुख मोहन भागवत ने पहलगाम हमले के बाद के घटनाक्रम पर सेना व सरकार की सराहना की। लेकिन अपनी ही पार्टी का नेता होने के बावजूद भागवत ने न तो प्रधानमंत्री नरेंद्र मोदी का ज़िक्र किया, न ही 'ऑपरेशन सिंदूर' या 'सीज़फायर' का, और 'हिंदू समाज' की जगह केवल 'समाज' शब्द का प्रयोग किया। यह चुप्पी और शब्दों का सावधानीपूर्वक चयन कई सवाल खड़े करता है। मोहन को मोदी का नाम लेने से परहेज क्यों। कारण आगे समझ में आयेंगे। लेकिन पहले बात अनुशासन की। संघ के पूर्व सरसंघचालक एम.एस. गोलवलकर (गुरुजी) कहते थे, "व्यक्ति महत्वपूर्ण नहीं है, विचार महत्वपूर्ण है।" लेकिन प्रधानमंत्री बनने के बाद से मोदी संघ से बड़े ही नहीं बहुत बड़े होते गए। इसलिए भागवत की नाराजगी को समझना जरूरी है। इसे भी पढ़ें: गलतियों से सबक लेकर आगे बढ़ रही है भाजपा, पार्टी के शीर्ष नेताओं की साफगोई कमाल की रहीभागवत ने कहा कि, "पहलगाम की कायरतापूर्ण आतंकवादी घटना के पश्चात पाक प्रायोजित आतंकवादियों एवं उनके समर्थक पारितंत्र पर की जा रही निर्णायक कार्रवाई के लिए भारत सरकार के नेतृत्व और सैन्यबलों का हार्दिक अभिनंदन।" उन्होंने राजनीतिक दलों व समाज की भी प्रशंसा की, पर साथ ही कहा कि "इससे समस्या तो खत्म हुई नहीं।" विपक्ष से लेकर रक्षा-राजनय और मीडिया विशेषज्ञ सरकार से सवाल पूछ रहे हैं। कई तो इसे मोदी सरकार का ब्लंडर भी कहने लगे हैं। दुनिया कुछ भी कहे, संघ प्रमुख का कहना मायने रखता है। और तब बहुत रखेगा, जब संघ समय पर निर्णय भी ले। मणिपुर की घटना के एक साल बाद संघ प्रमुख की प्रतिक्रिया आयी और अबतक हल नहीं निकला। 'समस्या खत्म नहीं हुई': मोहन भागवतभागवत के इस बयान को केवल 'ऑफ-हैंड' टिप्पणी नहीं माना जा सकता। उनका यह कहना कि "संकट बरकरार है" और "समस्या का समाधान नहीं हुआ," 9 मई 2025 को 'ऑपरेशन सिंदूर' शुरू होने के बाद भागवत ने देशवासियों से सेना और सरकार का समर्थन करने की अपील की थी, लेकिन अचानक हुए युद्धविराम ने संघ को असमंजस में डाल दिया।दशकों से भाजपा और संघ परिवार कांग्रेस पर आरोप लगाते रहे हैं कि उसने 1971 सहित कई मौकों पर पाकिस्तान अधिकृत कश्मीर (POK) पर कब्जा नहीं किया। तो अब जबकि मोदी सरकार के समय सेना पाकिस्तान को घुटनों पर ला रही थी, तो युद्धविराम क्यों हुआ? विपक्ष के सवाल और संघ का मौनभागवत का बयान ऐसे समय आया है जब विपक्ष 'ऑपरेशन सिंदूर' पर संसद के विशेष सत्र की मांग कर रहा है। विपक्ष के प्रमुख सवाल हैं:- विदेश मंत्री ने ऑपरेशन शुरू होने पर पाकिस्तान को क्यों सूचित किया?- जब सेना जीत रही थी, तो युद्धविराम क्यों?- सीज़फायर की घोषणा अमेरिका ने क्यों की?- ट्रंप ने 14 बार मध्यस्थता की बात कही, पर मोदी ने इसका खंडन क्यों नहीं किया?- कश्मीर को द्विपक्षीय मुद्दा रखने की बजाय अमेरिकी मध्यस्थता क्यों मानी गई?- क्या ऑपरेशन में राफेल समेत पांच विमान गिरे, जैसा कि दावा किया गया?भारतीय सेना के चीफ ऑफ डिफेंस स्टाफ जनरल अनिल चौहान ने एक साक्षात्कार में कहा कि विमानों की संख्या से ज्यादा महत्वपूर्ण यह है कि वे क्यों गिरे। सरकार इन सवालों का जवाब देने से बच रही है। सवाल यह भी है कि जब पीएम मोदी ने 80 से अधिक देशों का दौरा किया, तो इस युद्ध में केवल दो-तीन देशों को छोड़कर कोई साथ क्यों नहीं आया? क्या यह विदेश नीति की नाकामी नहीं? इन मुद्दों पर भागवत का मौन बहुत कुछ कहता है।भागवत का 'समाज' पर जोर भागवत ने इस बार अपने बयान में 'हिंदू समाज' के बजाय 'समाज' शब्द का इस्तेमाल किया। वे पहले भी कह चुके हैं कि "मुसलमान भी हिंदू हैं और समाज का हिस्सा हैं।" पहलगाम हमले में आतंकियों द्वारा धर्म पूछकर हत्या के नैरेटिव ने सांप्रदायिक सौहार्द बिगाड़ने की कोशिश की थी। लेकिन कश्मीरी मुसलमानों ने आतंकवाद के खिलाफ रैलियां निकालकर इस नैरेटिव को ध्वस्त कर दिया। उत्तर प्रदेश में मुख्यमंत्री योगी ने पहले मुस्लिम दुकानदारों को नेमप्लेट लगाने के आदेश दिये, तो फिर महाकुम्भ में उनके प्रवेश पर रोक भी लगायी। हालांकि मोदी-योगी के नारे, उसी संगम में तब डूब गए, जब कुम्भ के हजारों भगदड़ प्रभावितों को प्रयागराज के मुसलमानों ने अपने घरों में शरण देकर गंगा-जमुनी तहज़ीब का उदाहरण पेश किया।यूपी में मुसलमानों के खिलाफ बुलडोजर कार्रवाई पर सुप्रीम कोर्ट को रोक लगानी पड़ी। मस्जिदों पर तिरपाल, मंदिर खोजने, और औरंगजेब की कब्र खोदने जैसे मुद्दों पर संघ के भैयाजी जोशी को कहना पड़ा कि "औरंगजेब यहीं पैदा हुआ और उसकी कब्र यहीं रहेगी।"संघ का मोदी से मतभेदसंघ का मतभेद मोदी या भाजपा से नहीं मोदी की कार्यशैली से है। 2024 के चुनाव में भाजपा ने '400 पार' का नारा दिया और विपक्ष को दुश्मन की तरह देखते हुए आक्रामक प्रचार किया। मोदी ने 'मंगलसूत्र', 'घुसपैठिए' और 'बंटोगे तो कटोगे' जैसे सांप्रदायिक बयान दिए। भागवत समझाते रहे कि विपक्ष का भी सम्मान बराबर है। यह भी कहा कि "हिंदुत्व कोई धर्म नहीं, बल्कि जीवन पद्धति है" और "मुसलमान और ईसाई भी समाज का हिस्सा हैं," लेकिन उनकी आवाजें मोदी के आक्रामक प्रचार के शोर में नक्कारखाने में तूती की तरह दब गयीं। राम मंदिर के उद्घाटन के मौके पर भी संघ प्रमुख ने राम की मर्यादा और उनके चरित्र को अपनाने की सीख दी थी। भागवत ने एक बार कहा था, "एक सच्चा सेव
